Seaward Marine Services Dive Vessel Coastal Pride Moored Alongside Battleship Wisconsin

This contract is key to the City of Norfolk long-term maintenance and restoration plan that includes appropriate testing and inspection of the ship hull. The purpose of this project is to ensure the watertight integrity of the ship’s hull and to conduct such maintenance as will permit deferral of the requirement for dry-docking as long as possible. The scope of work includes twice annual hull inspections, cleaning and maintenance of the Impressed Current Cathodic Protection System, conducting cleanings and full inspections of all existing sea chest box blanks and stern tube seals, and when necessary clean the underwater hull in preparation for ultra-sonic testing. The period of performance is from October 1, 2021 through September 30, 2026.

The underwater hull survey was completed using the Lamp Ray Remote Operated Survey Vehicle. Seaward's Lamp Ray® ROV is a portable underwater robotic hull scanner integrated with a topside data acquisition system and controller. It performs a comprehensive hull material condition survey using sensors for ultrasonic testing, dry film thickness, and cathodic potential. 
The LampRay is recognized by American Bureau of Shipping (ABS) for Hull Gauging.
The service recognition is for thickness measurement of hull structure on non-ESP/ESDC vessels. 
1) by use of diver in the water with the handheld ultrasonic thickness measuring machine or Remote Operated Vehicle (ROV) based Lamp Ray® Survey (controlled by the authorized personnel) to conduct the thickness measurement in the water. 
2) normal ultrasonic hull thickness.

On February 29, 1972, Ed Wardwell, Gene Daly, Bob Kutzleb, and Bill Searle founded Seaward, Inc. Seaward began as a deep-sea search and recovery (S&R) company and was quickly involved in many pioneering S&R operations, many associated with the Vietnam war effort. The founders proceeded to diversify the company to add manufacturing of large marine fendering and pollution control equipment and systems, as well as an ordnance clearance division, and eventually underwater ship husbandry/hull cleaning services. Ed Wardwell’s words of advice to new managers was, “Tell the truth and have fun!”

From those humble beginnings, Seaward Marine Services has grown and prospered over the past 50 years and has become the recognized leader in Underwater Hull Cleaning. In 2019, Seaward passed the milestone of over 300 million square feet of US Navy hulls cleaned under our U.S. Navy Worldwide Underwater Hull Cleaning contract with U.S. Naval Sea Systems Command (NAVSEA 00C5). In August of 2021 Seaward Marine Services was awarded a Worldwide Underwater Hull Cleaning Contract for Military Sealift Command (MSC).

The 350-foot-long discharge tunnel walls were cleaned of marine growth prior to repairs utilizing Seawards Submersible Cleaning and Maintenance Platform (SCAMP) to allow identification of damaged areas, proper surface preparation, and execution of the repair plan. Repairs performed on the underwater portions of the North, East, and West walls of the discharge tunnel and support columns included areas of concrete spalling, cracks, and exposed reinforcement bar. All loose concrete material was removed from areas of spalled concrete by use of pneumatic and hydraulic powered chipping hammers. Exposed areas of reinforcement bar with corrosion were surface prepped using underwater grit blasting process prior to coating with Hycote 461 underwater fairing compound and capped with Splash Zone Underwater Epoxy Compound. There were old steel seal plates installed over some voids that had large areas of bare meatal with corrosion and pitting which were surface prepped and coated with Hycote 151 and 461.

Work was completed by Seaward Marine Services Mobile Diving Unit 2 from October 1 through 8, 2021.

American Bureau Of Shipping Certifies Seaward Marine Services, LLC https://www.seaward-marine.com/blog/2021/09/american-bureau-of-shipping-certifies-seaward-marine-services-llc The American Bureau of Shipping (ABS) has certified Seaward Marine Services, LLC, a Titan company, as recognized service supplier in the field of Hull Gauging.



Seaward Marine Services, LLC was audited by the local ABS senior surveyor to ensure all measures of job performance were performed satisfactorily. The ABS regulations regarding company approval did not differentiate between underwater hull gauging and topside internal dry gauging. Also, there were no preexisting standards for hull gauging by a ROV (remote operated vehicle). This presented a challenge for ABS to certify Seaward. In the end it was necessary for Seaward to be able to perform hull gauging dry internally, as well as underwater with divers and underwater with a ROV. All three processes were able to meet the requirements by ABS and Seaward was certified as the very first company to be certified to perform hull gauging underwater by a diver and with ROV. Seaward would like to thank Moran Towing for use of one of their tugboats as the test and demonstration vessel.

Work was completed by Seawards Diving Vessel Coastal Pride team at Newport News Virginia Marine Terminal.
 

 
Seaward Marine Services, LLC provided diving services in support of cleaning and inspection of the underwater hull, external hull blanking of all sea chest gratings and overboards. Seaward Marine Services designed, fabricated, and installed an external stern tube seal to remain in place during layup. All deck scuppers were cleared and proven clear for layup. Seaward NDT Department provided interior ultrasonic gauging of all sea valve spool pieces and sea chests and underwater ultrasonic testing of a hull breach discovered during cleaning. Seaward established a repair procedure and accomplished subsequent wet welding of a doubler plate to seal the breach. All work was accomplished safely, within the project budget, and timeline between June 15-July 7, 2021 with a two-day return August 12-13 to install final sea chest blanks after ship force system related work was complete. Coastal Pride Dive Team accumulated 1,180 hours of safe dive ops in support of this effort.

Seaward Returns to Arthur Kill Power Station for 2021 Underwater Cleaning, Inspection, and Repairs https://www.seaward-marine.com/blog/2021/06/seaward-returns-to-arthur-kill-power-station-for-2021-underwater-cleaning-inspection-and-repairs Seaward Marine Services mobilized a seven-person dive team and support equipment from Norfolk, VA on January 31, 2021 to provide diving services at Arthur Kill Power Station in Staten Island, NY in support of underwater cleaning, inspection, and repair items identified in the intake bays and discharge tunnel from previous 2017 and 2020 underwater inspections. Period of performance was February 3-28, 2021. Seaward Mobile Diving Unit 2 received the task.

After a standby day on February 1 due to a local heavy snow storm, work commenced February 2 with equipment setup and lock out/tag out of Unit 30. Unit 20 remained operational during diving operations in Unit 30. Underwater cleaning and de-mucking of Unit 30 circulating bays 31 and 32 and traveling screen bays 31, 32, 33, and 34 was accomplished February 3-8, 2021. All mud, silt, trash, and marine growth was pumped from the intake structure floor to a settling tank where solids were separated from the de-mucking discharge stream for offsite disposal. Clean sea water from the discharge stream was returned to the Arthur Kill Waterway.
February 9, 2021 was a setup day for work in the discharge tunnel. Lock out/tag out was accomplished on Unit 20 to allow satisfactory conditions for diving operations in the discharge tunnel. Diving on the discharge side commenced on February 10, 2021. The outage timeline only allotted 10 days of diving operations to accomplish a large scope of work in the discharge tunnel. Seaward responded by mobilizing a second seven-person dive team, Seaward Mobile Diving Unit 4, to accelerate completion of the project scope by working two twelve-hour shifts. Discharge tunnel walls and floor were cleaned and de-mucked. All debris and rubble identified in previous inspection reports were removed and placed in a dumpster for offsite disposal. Repair areas were surveyed and marked for identification. Concrete repairs inside the tunnel were scheduled for October 2021.
Diving operations were secured in the discharge tunnel on Friday February 19, 2021. Seaward dive team removed equipment from the discharge tunnel and relocated to Unit 20 February 20-21. Lock out/tag out of Unit 20 was completed on February 22 and cleaning of Unit commenced in the afternoon. Underwater cleaning and de-mucking of Unit 20 circulating bays 21 and 22 and traveling screen bays 21, 22, 23, and 24 was accomplished February 22-27, 2021. All mud, silt, trash, and marine growth was pumped from the intake structure floor to a settling tank where solids were separated from the de-mucking discharge stream for offsite disposal. Treated sea water from the discharge stream was returned to the Arthur Kill Waterway.

Diving operations secured at close of business February 27, 2021. Lock out/Tag out was cleared and equipment was packed up for transit February 28, 2021. Demobilization to Norfolk was March 1, 2021. Seaward Marine Services, LLC provided diving services in support of cleaning and inspection of  the underwater hull, opening of all sea chest gratings for cleaning and video inspection, re-installation of sea chest gratings, opening of bow thruster gratings for cleaning and video inspection of the bow thruster motor, housing, impeller, and tunnel, re-installation of bow thruster grating, cleaning and video inspection of the propellers, rudders, depth sounding fathometer, and doppler speed log. Seaward Marine Services designed, fabricated, and installed external stern tube seals for the port and starboard propeller shafts to remain in place during layup and provided diving services for the installation and monitoring of cofferdams sealing all external shell hull penetration openings in support of internal blanking of all skin valves and ultrasonic testing of each hull penetration inside the vessel performed by Marine Hydraulics International. Dewatering and pumping of all excess water and holding tank was accomplished by Accurate Marine Environmental. Sampling of ballast water and random paint samples was accomplished by Universal Laboratories at the direction of the Port Engineer. All work was accomplished safely, within the project budget, and timeline. Coastal Pride Dive Team accumulated 1,980 hours of safe dive ops in support of this effort.

Seaward Marine Services Mobile Diving Unit 5 was mobilized to complete the underwater work which included cleaning the underwater hull, waterjet propulsion system, sea chests, appendages, and video inspection of the underwater hull and components. Mobile 5 Dive Team was on station 66 crew hours completing 125 hours of diving, 6 hours dedicated to inspection and documentation of the underwater hull, and 119 diving hours to cleaning of the four waterjets, impellers, stators, and the underwater hull using three divers per shift. The hull was cleaned using three 2,100 PSI pressure washers with rotary jet nozzles in compliance with the requirement to avoid damaging the sensitive fouling release underwater hull coating. All work was completed on budget during the USNS Puerto Rico October 10-16, 2020 availability.

Seaward Marine Services Dive Vessel Coastal Pride provided support to complete cleaning of Okeanos Explorer sonar unit, transducers, and sensors, which were cleaned by hand to assure no damage was done to the sensitive equipment. The same scope of work was completed on Ronald H. Brown with the addition of cleaning and inspection of the running gear. Okeanos Explorer work was accomplished July 21st and Ronald H. Brown was completed September 14th and 18th, 2020 at the NOAA Marine Operations Center-Atlantic, Norfolk Virginia.

SS Denebola at Terminal Berth Baltimore, MD

Seaward Marine Services Mobile 3 dive team was mobilized from Norfolk to Baltimore in support of the no-notice exercise - called a "Turbo Activation" – which gives the fleet's civilian management contractors and crews five days to make their ships ready to sail. The Scope of Work included cleaning and inspection of the two 5-bladed 23-foot diameter propellers, rudders, auxiliary sea chest suctions, main circulating pump suctions, main scoop injection inlets, and inspection of the underwater hull. Three cofferdams were installed over the main circulating pump suction inlets in support of inside repairs.
Work was completed August 6-13, 2020, on time and within budget estimates.

Cable Ship Global Sentinel

Global Sentinel scope of work included cleaning the LOA 145M, Beam 22M underwater hull and appendages: two tunnel thrusters forward, two Azimuth thrusters aft along and a fixed pitch center line propeller with rudder.  The vessel was berthed at. Work was completed August 12, 14, and 15 at the vessel SUBCOM facility berth in Baltimore, MD.
 
After completion of work on SS Denebola and Cable Ship Global Sentinel, Seaward Mobile 3 made the transit to Groton CT to support an underwater hull cleaning and American Bureau of Shipping (ABS) Underwater Inspection In-Lieu of Dry-docking (UWILD) for General Dynamics Electric Boat on the Dry Cargo Deck Barge Sea Shuttle with the ABS Surveyor in attendance.

Sea Shuttle scope of work included cleaning of the barge hull, sea chest gratings, sea chest interiors, and video inspection with as directed by the ABS surveyor in attendance. Work was completed on schedule August 20-21 and below the budget estimate.
 
Mobile 3 shifted over to Naval Submarine Base New London for a hull cleaning in support of Seaward Marine Services U.S. Navy Worldwide Underwater Hull Cleaning Contract.

  In May 2020 Fairlead Boatworks awarded a firm fixed Purchase Order to Seaward Marine Services, LLC to perform an American Bureau of Shipping (ABS) Underwater Inspection In-Lieu of Dry Docking (UWILD) on the USNS Herschel “Woody” Williams ESB-4 in Norfolk, VA. This requires the opening and internal inspection of all hinged sea chest gratings, which ensures the quality of internal components of each appendage. Conducting this inspection enables the USNS Herschel “Woody” Williams to remain within the required guidelines as per ABS (UWILD) and U.S. Coast Guard guidelines preventing the need for drydocking to obtain the required documentation. 

In conjunction with the Underwater Inspection in Lieu of Drydocking (UWILD) there was also a Visual Technical inspection (VTI) performed on the propellers. This inspection serves as a means of getting exact locations of any damage or defects on the edges and surfaces of all blades along with verifying proper hub data and potential damage or defects to it as well. 

Each of these inspections require the use of highly skilled and trained divers. Seaward Marine Services, LLC’s Norfolk, VA based dive crew Mobile 2 took on the task and performed with flawless results well within the given timeline and budget.

Seaward Marine Services The “Big Wisky” https://www.seaward-marine.com/blog/2020/01/seaward-marine-services-the-big-wisky https://nauticus.org/ contracted Seaward Marine Services to provide diving services in support of ongoing Battleship Wisconsin Underwater Ship Husbandry multi-year maintenance contract.  This year Seaward performed multiple tasks including hull cleaning to facilitate underwater painting and a comprehensive underwater hull condition survey. The dive vessel Coastal Pride provided divers the platform to complete the hull cleaning. Hull cleaning was completed to prepare the hull for an extensive ROV based condition assessment. As part of an ongoing long-term hull preservation plan, the Oct 2019 the multi week project was completed safely and as scheduled. Results from this survey will be compared to the previous baseline survey completed in 2012 and subsequent periodic surveys will provide trending data on the ship hull condition for years to come.

Due to the lack of pier space Seaward Marine Services mobilized Dive Vessel Coastal Pride in Norfolk Virginia to complete the underwater work which including cleaning and inspection of propellers, rudders, bow thrusters, sea chest gratings, transducers, and appendages. The scope of work also included conducting Visual Technical Inspections (VTI) on port and starboard propellers in accordance with Naval Ships Technical Manual (NSTM) Chapter 245, Propellers and Propulsors. NSTM CH 245 requires detailed technical propeller inspections are to be done by NAVSEA trained and certified propeller inspectors. Seaward Marine Services Norfolk currently has 18 qualified propeller inspector divers to augment their mobile dive teams.

Turbo Kings – Seaward Participates In Large Scale Test Of U.S. Sealift Fleet https://www.seaward-marine.com/blog/2019/10/turbo-kings--seaward-participates-in-large-scale-test-of-us-sealift-fleet The no-notice exercise started for Seaward Marine Services in Norfolk VA at 1615 hours on Monday September 16, 2019 with a phone call from a Keystone Shipping Company Port Engineer. “We were just notified four of our Charleston assets have been turbo activated. Can Seaward support all four hull cleanings in a two-day availability?” During the Keystone call another one is received from the Ready Reserve Force Program Manager for Pacific-Gulf Marine. His voicemail stated “we have two Newport News assets that have been turbo activated, can Seaward provide support?” The scramble begins. Seaward Operations Manager David Spruill immediately calls Navy Reps in Mayport FL and Norfolk VA. “Can we put a few USN scheduled ships on standby for a couple days this week to support an emergent MARAD event?” “We will make up the lost time over the weekend.” Then a call goes out to Diving Supervisor Mander (Butch) Adkins Seaward Mobile Unit 1 in Mayport FL. “We need your team to mobilize to Charleston tomorrow morning in support of MV Cape Douglas and MV Cape Decision turbo activation. Another call to Diving Supervisor Vernon “Dean” Womack Seaward Mobile Unit 4. “Change of plans, we need your team to mobilize to Charleston tomorrow in support of MV Cape Edmont and MV Cape Ducato turbo activations.” Finally, a call to Diving Supervisor William “Bill” Greenwood Seaward Dive Vessel Coastal Pride. “We need you to defer your team to Newport News Terminal in support of SS Cornhusker State and SS Gopher State turbo activations.” Supervisors start making calls to dive team members, reservations for lodging, load out and logistic plans are finalized. By the time Tuesday morning news reported “Pentagon Orders Large Scale Test of U.S. Sealift Fleet”, Seaward Marine Services Norfolk Operations is moving eight dive team members with 30 tons of equipment north to Charleston from Mayport. Another eight-member dive team with 30 tons of equipment are heading south to Charleston from Norfolk and the 59 ft long by 20 ft wide 96-ton Dive Vessel Coastal Pride with their eight-member team is rumbling across the James River heading to Newport News from Norfolk Naval Station.

Then the real work began. Seaward Marine Services dive teams worked up to 16-hour days to make sure the U.S Sealift fleet and Ready Reserve Force ships underwater hulls, propellers, rudders, sea chest gratings, thrusters, and appendages are cleaned and inspected in two-day availabilities prior to accelerated dock and sea trials. It was a massive undertaking. As it turns out, turbo activations that are designed to test the readiness of Military Sealift Command and Maritime Administration Ready Reserve Force is also one heck of an exercise for Seaward Marine Services dive teams. Nothing tests our capabilities, equipment, management, supervisory, and diver personnel commitment and dedication to task better than a good turbo activation. This Pentagon ordered exercise was a 28-ship turbo activation. There are no other dive companies in the world capable of managing and executing accelerated multi tasked high-quality diving operations at several locations simultaneously like Seaward Marine Services. That’s why Seaward Marine Services has become the undisputed Turbo King of diving for civilian managed U.S Military Sealift Command and Maritime Administration Ready Reserve Forces.
